Manual non-reversible ratcheting drill with cast? aluminum head, knob, 
crank, and "table".  Column, spindle, threads, and clamp bolts are steel.
Not sure about the ratchet parts.

One side reads "LITTLE GIANT".  Other side reads "WM F ELKINS JR". There
are no other markings to indicate dates or cities of manufacture, but I
know it's not a lone personal copy because a search on Mr. Elkins turns 
up pictures of an identical unit, with an additional V-block, chuck, and
modified feed knob.
