This with the printed circuit board by Dan Mauch make a very inexpensive DRO. It can be set up as either a 2 axis or a 4 axis system. It will read in inches or metric. It has a x2 for the Y axis for a lathe and if the W axis is used the screen is read in degrees, minutes and seconds. Using Tom's software wire wrapping you own board or obtaining a printed circuit board from Dan, you should be able to have a system up and running for under $200 drodisplay.
