This is a shop made blade for a biax scraper, to take insert blades.  
The blades can be either HSS or carbide.  I made it when doing a largish
steel scraping job and didn't want to wait to order one.  Non hardened 
steel actually scrapes better with HSS, and with a positive (unusual 
for scraping) cutting angle.  The HSS blades are reground out of a large
lathe cut-off bit.
